By influence of moisture and head both paper and security strip have different expansion and shrinking properties. As a result on the top or bottom of the security strip a small bump might appear. If your note has a security strip, this might happen in an otherwise completely UNC note. The indicated quality will be 'UNC' regardless of this so called schrinkage damage.
